Financial Advisory Services to Transport Canada for the High-Speed Rail (HSR) Initiative

Transport Canada needs independent financial advisory support for Canada’s High-Speed Rail initiative during co-development of the Toronto–Quebec City corridor. The advisor will assess business cases, commercial frameworks, risk, costs, and value-for-money, and advise on project agreements and investment decisions. Additional work may include change management, supply chain, station planning, land value capture, housing, and economic impact analysis. The role helps protect taxpayer value and align the project with policy, Indigenous, and environmental goals.
