Communications sector retail sales practices review – Secret Shopper Project

The CRTC is looking for a Contractor to conduct a Secret Shopper Project to collect data on telecommunications and broadcasting products/services sales practices. The project should use a mixed-methods research design to gather quantitative and qualitative data from secret shoppers. The purpose is to inform the CRTC's assessment of misleading sales practices, prioritize solutions, and measure compliance with industry codes of conduct. The Contractor must continue the secret shopper work from previous years and provide yearly insights on Canada's largest communications service providers.
