Develop a province-wide land use allocation model for Ontario that projects year-by-year growth over 30 years. The vendor must build a fine-scale modelling framework using Ministry of Finance baseline projections to forecast population, employment, housing, labour force, GDP, and school enrollment, and allocate growth by geography for transportation planning. Deliverables include the model, data collection, documentation, training, and implementation support.
