City of Thunder Bay has issued an RFP in Thunder Bay, Ontario for conceptual design services for a source-separated organics and leaf-and-yard-waste composting facility. The consultant will prepare conceptual design and design specifications for the planned facility at the City’s Solid Waste Recycling Facility, supporting a later design-build-operate procurement.
